Thresholds under 2 CFR 200.320 and HUD Handbook 7460.8 REV-3, the first full revision since 2007, published March 2026. The revision also brought Central Office Cost Center fee income and Housing Choice Voucher administrative fees into scope. HUD has not published a formal effective date or transition guidance.
